On October 29, 2020, the governor signed House Bill 2370, permanently authorizing notaries public commissioned in the state to remotely notarize electronic documents.
With remote online notarization (RON), the legal requirement that the signer personally and physically appear before the notary is met by the use of audio-visual electronic communication technology. Notarization can now occur remotely over the internet, with a document that is in electronic form.

Common Questions
How does Remote Online Notarization work?
First, schedule an appointment at a time that is convenient for you. After your appointment has been confirmed, you will need to provide Electric City Notary with a PDF version of the document(s) to be notarized and the full names and personal email addresses of all signers and witnesses. Your notary will do the required technical work to get the document ready for you to sign. You can join your session at the time of your appointment via the link in your email. You will be required to verify your identity before connecting with your notary. Once connected, your notary will walk you through virtually signing your document. After all parties sign the document, the notary will sign and affix their seal. The session is now complete – you can download your notarized copy or send it to the intended recipient.
What documents can be notarized by Remote Online Notarization?
Most documents that can be notarized in person can also be notarized online. However, certain documents are restricted. Always check with the intended recipient of the document to confirm that they accept documents that have been notarized online.
What is required for an online notarization?
- The document(s) that need to be notarized
- A device with audio and video capabilities (see the minimum system requirements here)
- A valid and current government-issued photo ID
- A U.S. social security number for secure identity verification
Can two or more signers get their signatures notarized in a single meeting?
Yes. Signers can complete a transaction together on a shared device, simultaneously on multiple devices, or in separate notary meetings. Each signer must complete the identification process separately.
How is your identity verified?
Electric City Notary partners with Notarize℠, a secure electronic notarization platform, to provide our software and identity verification for online notarizations. Notarize verifies your identity through a multi-step verification process. First, you must complete a set of questions generated from your personal information, known as “Knowledge-Based Authentication.” KBA is a series of multiple-choice questions using public records data to verify your identity. Second, Notarize performs an automated analysis of your government-issued ID. If you do not pass the Knowledge-Based Authentication process, Electric City Notary cannot notarize your document remotely.

Electric City Notary partners with Notarize℠, a secure electronic notarization platform, to provide our software and identity verification for online notarizations. Notarize employs various measures to ensure the security and privacy of personal information, including the encryption and protection of all data using AES-256-bit encryption. The Notarize platform offers tamper-evident technology subjected to various comprehensive information security audits and tests. Notarize must also comply with technical specifications, rules, and standards the Commonwealth of Pennsylvania has set forth. None of your data is stored by or at Electric City Notary.
Do you need to live in Lackawanna County to have a document notarized remotely?
No. Electric City Notary can notarize for signers in any location. Regulations state that the notary must be located in Pennsylvania at the time of signing, not the signer.
